Delay Payment by BSNL Kannur SSA
On the BSNL Kannur SSA,(Kerala Circle) , we have been working in the petty contract system for the last 20-30 years. More than 200 people working in this category.
We are working as labours in respective Telephone Exchanges as directed by Junior Telecom Offers (JTO), such as telephone line maintenance, underground cable jointing, Internet service maintenance and new service connectivity etc.
We submitting the bill on each month to the concerned BSNL Telecom mechanic under whom he/they had performed and the Telecom mechanic in turn will make initial certification to the effect that the works are performed to his satisfaction and handover the total number of such bills certified to the junior telecom officer, who is charge of the telephone exchange concerned. On verification of the works performed and if found correct, shall forward the bill to Sub Divisional Engineer. He on his satisfaction of the works performed and it's certifications, shall forward the bills to the Divisional Engineer, who is in the charge of a Telecom Division comprising 3-4 sub divisions. The Divisional Engineer shall duly pass the bills and escalate the bills to the concerned Are Deputy General Manager, who on assigning his counter signature forward the consolidated month based bills in one lot to the Account wing for payment. The Account Officer will raise the Fund requirement to the BSNL Circle Office and on its receipt shall disburse the payment.
